Moderate risk/Actively problematic

This includes Harassment, verbal or sexual.

This tier is made up of your garden variety perverts, anyone actively harming or threatening to harm others on an individual basis. Especially with those capable to Follow through on said threats.

Basically, these people can be a danger to others, but their behavior is semi-manageable if Convention/Venue security follows basic good practices. If the behaviors continue, patterns emerge, and they become a reliably cited cause for disruption within the community, they may be upgraded to Tier 4.

We also tend to keep Known Persons/Threats (KPT’s) here who are accused of misconduct involving minors, violence, or sexual misconduct if we cannot 100% confirm that they are guilty of what they are accused of, or if we believe that declaring them the worst of the worst plays into someone or something’s personal agenda, which as stated in our “rules” section, is something we try to defy at every possible opportunity.

Basically, they’re problematic enough that we need to discuss them, but we’re not sure that everything that is said about them is true. Usually if a lot of our information on a KPT comes from places related to a certain “transgender Vietnamese basket-weaving and cartoon discussion forum”, we will apply this condition.
