A group, organization, entity, etc which is no longer just a nuisance but has been documented to cause harm in some way or otherwise make things frustrating in an unethical way for the average con attendee.

The intent of this and the Alpha category is to hopefully force a change in said organization/entity by showing them they are on notice.
